Start counting time as soon as you die. It will be 6 seconds of wait time then you see the hud timer start at your defined setting.

Alright, you're right, it takes a maximum of 6 seconds for the timer to show up. As I said before, 4 seconds of that is the death cam, which is controlled by spec_freeze_time. So set my cvars to 0 and spec_freeze_time to -1, and it only takes a maximum of 2 seconds to respawn. Again, as I said before, that's not instant, but it's pretty fast. If other people really want instant spawn I could add it, I'd just make them respawn right after they die when their team's cvar is set to -1.

So yeah, I don't want instant spawn on my server (I have my cvars set to 2 for blue and 3 for red), I was just looking for a way to have fast respawn working on all maps, without manually respawning them, or having long map changes.

Respawning where you respawn exactly when you die is bad.
Thats why I have Wozer's plugin set to 1 second, because that is instant, but not so instant you can't tell what happened.

Setting it to -1 is fun too. It's almost like you teleported with a refresh of health and ammo

Yeah but you need sv cheats to be on to set it to -1

Oh, sorry Cooltad, I hadn't noticed you need cheats on to be able to change spec_freeze_time directly. You can still use sm_cvar to change it when cheats are off though, so no biggie

i tried loading up this plugin and it didnt work do i have to compile separately with sourcemod? i just downloaded it direct from the link

Just click the Get Plugin link and save the smx file to addons/sourcemod/plugins. And of course change sm_fastrespawn_blu and sm_fastrespawn_red.
