What do you add to a plugin if you want a command to be aimed at a target?

eg.
amx_teleport_711 chimmy ( would teleport chimmy to 711)

Do you know anything about amx scripting ?

Since you've posted this in scripting help and not in the "requests" section,
The tutorial is very basic, and if you don't understand that you won't
be able to create such a plugin you want.

But if you want to set a users origin : fakemeta
