Try if "@@@ some text" in chat without "" works. If so search for a Advertisementplugin and it should work

Hint: You need Adminprivileges for the chat thing

ESEA modifies the game, you won't be able to do this without the modification's to the client's engine. I.e. make a client that boots csgo in insecure mode while editing their files.

I'm not too familiar with ESEA but they launch the game in insecure mode when you queue for a game?
Kind of a shame, CSGO could use more text display options.
