IRC, MSN, AIM... all that stuff is basically dead and they're inferior to skype. So having a call admin plugin for a skype is extremely useful.
Anyone?

why u need chat? just put in motd <a href="skype:YOUR_SKYPE_NAME?call">CALL an ADMIN</a>

voice call is better. and shorter
