AMX MOD X Copy Site ?

Hey guys, long time no see

So, i was 'surfing' thru the web and i searched amx mod x on Google
And one of the results was this one : http://www.amxmodx.cz/
Is this a copy site?
I don't know if this is on the right forum but..
yeah just explain this

The Official site can be found at http://www.amxmodx.org/. Any other site is an unofficial, community run site.

Well... no but its like some1 doing like facebook.cz (that for some reason goes to a weird site)
Like, it's a copy.
With the same forums sistem...

After all its IS about AMX MOD X, wich Bailopan is creator.
Isn't there a copyright violation ?
