This is a REALLY STUPID QUESTION, but what are Cvar's, what's the use for them, and how to use them?

The question isn't stupid, but the thread's title and choice of section are not so great.

http://txdv.github.io/cstrike-cvarlist/ - if you're asking about the actual list of cvars. If not, at least the section is correct.

In general, cvars are configuration variables (I'm not 100% sure this is the actual etymology but functionality it's accurate). They are used to configure different features available in the game (either built-in functionality or for functionality provided by plugins).

Additionally, make sure you work with them as pointers.

set/get_cvar_x = Find the corresponding cvar (more cvar's in the server = harder work = slower), and then parse its value.
set/get_pcvar_x = Parse its value directly.
