help.. spectate -> team respawn doesnt work

It just stopped working on all maps.. i can go to spectator, and when i move to terrorist team it doesnt respawn me anymore. Did anyone else have this problem?

Hasn't it always been like that, where the player cant exploit the team change to respawn.
maybe there was a convar.
