Is there a possible way to give people permissions on IP instead of Steam ID?

I'm hosting two movement servers for movement cheaters to hit clips and whatever on there.

I have staff that sometimes gets banned for cheating but I'm tired of switching steam IDs.

Is there any way to use IP (so they can be staff on any accounts)

why don't you just turn off cheat banning then?
sourcemod already have admin based on IP built in
