As for steamworks/dhooks, it could likely be related.
What plugins do you use that use dhooks?
Socket related stuff was changed which should may affect steamworks and should have affected sockets:

psychonic's sm_rcon now has multiple matches for OnSocketClosed for example.

I can't really reproduce a crash at all so I can't really help much, sorry lads.

Yes, everyone having that issue. For windows server, most of my servers dont even start. Others crash on map change [Linux].
