I want to install 4 cs go servers on a single machine. ie on a dedicated server. There will be 4 IP addresses. What is the RAM, SSD, CPU, internet speed required for this?

Depends on what you want to host, and how many slots.

I can recommend Ryzen 9 5800X or 5900X =)
1Gbit connection are enough.
250-500GB NVMe.

about the 102 Tick and 64 Slots but not on linux, I think this is certainly feasible under windows

It depends if you have Windows or Linux OS. If you are using a 64-bit operating system, you will have to enable the 386 architecture because the server software is written in 32 bit which means each server can MAX use 4096MB of memory on both OS. To be sure i would recommend at least 16GB of RAM. And for SSD Storage the CSGO server takes about 25 GB of storage, if you are low on storage you can use symbolic links.

For optimal performance regarding CPU i would use Windows OS because server software has multi threading support, on linux its based on single thread performance. With that huge amount of players i would personally take a very close look at: https://browser.geekbench.com/processor-benchmarks

If Linux on a 5800x and 5950x can run 64 slots with bots, 64 humans is no issue.

Linux does support multi-threaded tasks for CS:GO.

Same recommendation.
Running CSGO in pterodactyl or docker can still only use 1 thread. If someone can prove otherwise then please, let everyone know.
