How large "task id" can be? What is max upper bound of it?

it's not about how large a task id can be, it's about what the task id is. AFAIK, there's no limit on setting a taskid, anyways, it's pretty pointless having a taskid looking like this

Pawn has one data type and it's a cell, which is a 32 bits wide signed integer. So the maximum value is ~2 billion.
