Hello, I have to make competitive 5on5 server on win10 (can't change os due to the circumstances).

When I test my server with only 1 player sv goes between 0.3~0.6 (var 0.2~0.4).

When more player join to server sv didn't go below 0.7, and spikes up to 1.3.

Maybe it's not that high value for server, but I want to make my server as stable as possible, and I think 0.7~1.3 sv is too high.

What can I do for my server? (as I commented, I can't change my server's os)

My server spec:
i7-8700k (Turbo Boost On)
16GB RAM
