hey i want to make a plugin or some other way that remove all bans from this command:
addip
after i change map or restart the server.

Bans are kept in memory while the server is running. They are not released from memory on a restart or mapchange. You must either unban every single entry or stop the server.

So, to easily remove all bans, you need to stop your server completely. Delete the ban files. Start your server.
