Swear

First of all, if you think this plugin is redundant, please detour. This is not for you.
And if some people find there is a same plugin already exist, please tell me, I will delete this one.

* Was there a guy shoot like god in your server ?
* Did you feel hesitantly because a lot of players curse the guy, but you don`t think he is a cheater.
* If you kick the guy, you wrong him probably. but, if you let things drift, the other players will leave the server with cursing. What should you do ?
* This plugin is used for giving a chance to the guy who shoot like god to swear he is not a cheater, to let the other players shut up! Also, if the guy dare not swear two times, he will be kicked by this plugin automatically.

Finally, I apologize to cArn, when you play in my server, my server`s admin kick you, just because of the other players cursing cursing cursing...sorrrry.

Description:
* You can make someone whom you doubt maybe a cheater do a swear by paying $1000(just doubt, not sure)
* If you dont have enough money, you cannt open swear menu(Default: $1000)
* If the player dare not make a swear twice(Default: twice), he will be kicked by this plugin automatically
* Admin with ADMIN_KICK will only pay $500(Default: $500) to open the swear menu(you can set the money by modifying ADMIN_COST)

Cvars:
* Swear_times (The times that the player dare not swear before kicked)

Also, you included all keys to be enabled for the menu instead of only 1 and 2.
So, the player can press 3-9 or 0 and not have anything show in chat.
