I want to ask you how to make this thing: for example you write in chat area !something and than opens someyhing.txt like motd

You could install Mani Admin Plugin (http://www.mani-admin-plugin.com/joomla/index.php) and use the webshortcutlist.txt in cfg/mani_admin_plugin/webshortcutlist.txt
or use a plugin like this http://forums.alliedmods.net/showthread.php?p=510469

There is also this plugin. I think that might be what your looking for. You could easily modify it to use any chat command.

I wrote thread in wrong section and moderators moved my thread to other section and I thought that moderot deleted it.

I highly advise against using mani, its bug-ridden and has many exploits that will leave your server vulnerable.
