find the cvars for each hero lvl and make it 0 and place it in shconfig.cfg
ex
masterchief_level 0
or
rambo_level 0

you dont need it, its the surce code. Only needed if you want to edit it and compile it.

Ok i have a major question... i hav ben trying to fix this problem.... any hero that has a .mdl file... what i do is i got to the cstrike models folder then the SH models folder...and i put the file in there... wen i add the hero to the shconfig.ini file... save it... and try starting up dedicated server... it says that "the model of a hero" can not be found.... im about to kill myself so could sum1 kindly help me? plz thnk u so much if u can help
