Let me be very clear. This is an issue with Sourcebans, not with SourceMod. Sourcebans writes the config in an improper format, and always has. It only worked before due to luck.

While you can edit one of SM's base plugins to work around this issue, the actual issue lies in the Sourcebans plugin and how it writes the files. That is where a proper fix belongs.

quicker and easier to mod admin-flatfile than to rewrite sb's kv to smc

One of SM core plugins uses kv format developed by valve. SM do have natives to read/write valve kv files it two different ways and both of them are supported, none are deprecated. So on mine opinion it's SM issue, not a sourcebans one. Moreover it could be easily fixed in one of core plugins without any impacts.

Where I could get description about smc file format? I really thought that smc is just some kind of parser, not a file format.

So do you use both the admin_flatfile.smx *and* the admin_flatfile_fix.smx or just the fix.smx one?
