sm_noblock_time "6" // Seconds of first noblock that is a total noblock and only in round start (low value because can cause Mayhem bug atleast in CS:S)

Do i correctly understand this settings?
I need 5 or more Ts / CTs for enable this noblock feature?
After 6 seconds, if someone in another teammate (stucked) - they got 10 more seconds of noblock, and noone other don't have it? Right?

I have shields in my server
is there a way to modify it to like, if a player has a shield, the shield will block them
so the shield acts as a solid object
but when they dont have shield it will trigger no block which means the players can go through them
