TF2 Server problem with a symbol

Hello, Here is my problem :

On the chat, when I write the symbol « " » it writes « ' »

For example :

Code:

!rename @red "I am dumb"

it says « !rename @red 'I am dumb' » and it renames all player to « ' »

What I had to do is write in the console the command

Code:

sm_rename @red "I am dumb"

for that works.

Any solution ?

No. Quotes are changed to commas in chat.
