Hi , guys i just wanted to know how to reset top15 and players stats in cs 1.6 without lossing server rank

Try to remove (delete) "csstats.dat" file (...\addons\amxmodx\data\).

While the server is down. If you try to do this while the server is up, it will just recreate the data on mapchange

how does one then delete individual stats such as mine off of the server to start new?

delete the name from the list while the server is stopped?
