Start viewing plugins (any kind) and over time you will learn. I believe Albanian Zombie is right.

Start reading tutorials (on wiki or in here), if you don't understand a tutorial, read it again.
If you still don't understand a tutorial, read it again.
If you still don't and think that you will never understand a tutorial, give your self a time to rest and relax your mind, then read it again.
After all of that, look into plugins that embody the tutorial in their code.
Also look in other plugins, if you don't understand something, search for it (search alot).
When you really do not find any good result by searching in this forum's search tool, use google (or any search engine that you are comfortable with, but most likely, google ).
There is a scripting help section, but only post there once you lose hope in searching and you are assure that your question was not asked anywere.

Finally, when you think you are ready, try to recreate simple plugins by yourself.
