Buy guns in fy_maps?

Is there a way to enable buying weapons in fy_maps?

it depends on the map and what the author did when he/she made it

Would that not be making an artificial buy zone?

As far as I know, you'll have fun with that, cause what I gathered is that you are limited to the map resources for that particular issue. Could be wrong of course.

Nah, it should be very possible to be done in a plugin.
