Nevermind all that had to be done was override the "exit" console command to do nothing.

The errors are happening on EVERY map other than MvM, I'm running a custom map I made for most of my servers and it still happens like a few times an hour depending on player count. SM is fine, I've not seen any issues after the new snapshots were released and some other things addressed, this is plain and simple Valve's fault. According to the mailing list people are pissed and they should be.

I think Valve messed the update up on purpose to get more people playing MvM, lol.

I have a Problem when I change to a MVM Map it says "Server shutting down."

Make sure you have 32 maxplayers.
