So on a recently updated srscds server on my computer, with the addons folder switched to addonz to disable it, I no longer see the console message "World Start" or whatever else it says so I think something is wrong.

Srcds is allowed through my firewall and my relevant ports are forwarded (I checked).

I'm joining my server through TF2 as I have it favorited. I've also tried connect x.x.x.x:xxxxx and nothing has worked.

Edit: Friend can't join my server either.

Edit: It seems I cannot connect to any servers while running a server on this PC... is there anything I can do about this? It used to be possible.

srcds from steamcmd.exe
or from steam/tools/ page ?

if you use steamcmd, are you logged in by anonymous or your steam account ?

Maybe your ports arent open without open ports your mate cant join

Steamcmd, but I run srcds manually with this console command

C:\TFolder\srcds.exe -console -game tf -tickrate 66 +ip x +hostport 27015 +maxplayers 24 -tickrate 66 +randommap

As already mentioned in OP, I checked and they are open. Even with closed ports, I should be able to join myself - which remains unexplained.

Did you use "+randommap" or "+map randomone"?

+randommap is a valid command and replaces the need for +map <mapnamehere> on some games, including TF2.

Sorry for off-topic, but I just found out about this and I'm interested. I'm curious, does it pull a random stock map or does it use the maps that are on the mapcycle file (we have a custom mapcyclefile set on server.cfg)?

It pulls a random map out of the mapcyclefile.

I'm not sure if randommap acts as a map command or a changelevel command, so you may not want to use it mid-game.
