Activate CSDM in specific maps only?

I understand you can disable CSDM on specific maps by making config files for each map. But is it possible to have CSDM disabled by default for all maps. And then activated only on specific maps? Maybe with a config file for those maps? How can I achieve this? What commands are used in the map configs then?
