You realize that you're requesting a ban plugin, right? You can already do that with the default AMXX commands.

He will be kicked from the server no matter how.
He will reconnect no matter what i.e. By SteamID or Nick.

So, your request is just like a question with no meaning.
If you are correct, you need to give more description.

what he wants is this, he can ban but other adms can remove the ban, só he "bans/kick" with a different method so other admins can't unban, means he hasn't full control over his server!

Remove the admin permissions from the admins who are unbanning people. Simple.

Let me explain.

I dont want to deal with the admins ok? I am using CS 1.6 Default Name Kicker plugin. This plugin kickes the names on the list that I have set. It has a BadNames.ini file and i am writing the names into this file and plugin kickes automatically. There is no problem to here. I have a blacklist and whitelist on my teamspeak3 server. When admins ban a player, they write the nicks on blacklist. When admins controls the player's PC and if it is clean, they write into the whitelist. When i ban a player (SteamID) today, in a few weeks or days later he/she comes teamspeak3 server with a different nick. She/he says a lia (speedhack ban, ping ban, etc.) and my admin believes her/him and removes the ban.

If i have a SteamID kicker plugin, i will install it and will add the SteamIDs .ini file and it will kick automatically the players who tries to join the game.

I know amxx supports the ban system. I know everything you say but i want you to understand me.

I dont want to deal with the admins one by one.

You are thinking wrong. If i have SteamID Kicker plugin and i will add the SteamIDs to kick from the server. When you try to join the game with that SteamID, plugin kicks automatically you all time like a nick kicker plugin.

Multiple people have been telling you the same thing across 2 pages already. If you don't want to listen that's fine, but stop asking for our help. You are literally asking for a ban plugin, so go find one and be on your way.

Also you can do with your server what you want, but it sounds like one big hot mess.
