Ahh, I understand now.

He means that the tanks in non-competitive game modes are delayed with unnecessary actions performed such as "roaring" or "imitating a gorilla" after hitting survivors with thrown rocks or incapacitating them, WHEREAS the ones in competitive game modes attack directly without these actions on those scenarios.

I think it's the default behavior that Valve planned but... it IS possible to prevent it with DHooks and getting the right sequence numbers of those animations.
