Ok just as the error code reads in the original host, database connections from clients is not permitted though the free host I'm using so I'm going to try another.

could you please help me? It's showing the wrong time on the website... its like 4 hours difference... how can I change the timezone?

Also getting this error now for some reason

I don't know why you're seeing the header error, but it's probably something your host is doing. To get rid of the warning you can comment out the header() line at the top of index.php and hope nothing breaks.

from where does the plugin takes the time? Couldn't it be from "thetime" command as it's the correct one? Which GMT is it so I can ajust that offset?

please how can I get the time to be GMT -3? I tried using 2,4,6 in the cvar but it still wrong...

-3 would be three hours? Am I correct, so... A timestamp is in seconds. 3 x 60 x 60 => 10800 seconds.
So, maybe changing sm_crashlogger_offset to -10800 would do it? Not sure, just firing blanks here.
