do people get XP for killing others?

How do you know they are not getting XP fomr killing you?

Have you tried disabling your admin to see if that fixes it?

Have you tried anything at all to fix it?

check your superhero.ini

you have to define the XP to get the level and also the XP people get fomr killing you, possibly you did not set an XP people can get fomr killing you for that level so it defaulted to zero.
