[Question] HLDS Server in Windows?

Hi, I am fairly new to this kind of stuff. I've never run a HLDS server other than online hosted.
So I'd be grateful to know/learn can I and HOW to create a Counter Strike server, which can be accessed not only in LAN. Tried before on a High-Specs google cloud server, but unfortunately failed miserably.

For LAN to internet , open TCP & UDP port foward of 27015 or 27xxx in your router

Rest all is like hlds linux (hosting server) console and everything , just use windows supported module
