This happened on CS:GO as well.
You need first launch game, after that SRCDS. If you shutdown game, you need repeat process.
Close SRCDS, launch game, launch SRCDS.
You can try launch game through shortcut and add parameter -steam
This parameter stop working on cs:go tough.
