TF2 Update Breaks Server - Error AppFramework

After the latest TF2 Update when I attempt to launch the server I get the follow Error:

Code:

AppFramework : Unable to load module engine.dll!
Unable to load interface VCvarQuery001 from engine.dll

Any ideas or suggestions on how to fix this issue?

Had this on my NFO Windows Server 2003 VDS, ended up upgrading to Server 2008 R2 since I had the option to for well over a year. Supposedly the problem only affects NT 5.x systems e.g. Windows XP and Win2K3. Obviously an update fixed it, but I wanted to confirm that it was the issue.
