Hey guys it's me again.

I'm here looking for something quite simple (I would believe it to be simple, but not simple enough for me) and I'll explain it in a couple lines.

As stated in the title I will pay for this even if it is as simple as that.
If such a plugin already exists, I'm afraid I couldn't find it.

I'm looking for a BHOP LIMIT plugin that would serve this exact function:

maxvel="250.0"
maxbhoplimit="10"

>If maxvel < client velocity then count jumps (or IsClientOnGround)
HOWEVER if maxvel => client velocity then stop counting altogether and do nothing until maxvelocity is breached again
>Once client consecutive bhop count > maxbhoplimit then set velocity of client to 0 as punishment.
>If client velocity < maxvel during any hop before max, the bhop count is reset and it repeats.

Here are a couple I've found in the past, can't find the original threads they were from. Pretty sure bhopspeedlimiter2 worked better for me in the past, I can't quite remember.

Doesn't take into account number of hops, but can be modified to fit your needs.

I have actually found these before.
I'm not sure how to apply the changes I would need though.

Edit:
I had a client script one up for me and he was paid for his work.
I'm not sure if he wants to stay anonymous so I wont post his name here. He can do it himself if he so desires.
