This is a great extension i think you could accept non steam players like that to though i may be wrong...

unvac_add "STEAM_0:0:0"

But the concept behind it is decent allowing certain friends or players who are banned to join.

unvac_fix_insecure - "1" - Let all VAC banned clients in if -insecure is set

But if i set it to 0 does it let all banned players join if server is vac secured ?
