Not sure what answer you are seeking, but it depends on the processor itself and not just the frequency. Is that the base frequency or the max turbo frequency? Tuned helps in all scenarios.
As for, "can you run CS:GO with a 2.6 GHz base frequency server with tuned", short answer is: Yes.
However, it's not going to perform well above 10 people.

For Windows make sure you set your server for performance on your power plan.
Provide some screenshots of your high and your low with your netgraph.
If/When you go to Linux, install tuned and set to whichever is best for you, most likely latency-performance
