Is there a way to force an avatar on users?
more specifically a specific group?
and is there a way to fore an avatar on a specific group, (eg Donator)
and a non-specific group (eg, regular player)

I think it cant do it all since its on the steam side if you mean but idk about the server side but i can predict that is a bot uses a self image when their on a team it assigns them an icon.
I am pretty sure it might work but will be very hard to setup.

It's possible, but only with an extension. I wouldn't bother asking for help either, it's something we don't want getting out.

And I thought avatars were client-side. Poor Valve can't code anything since Orange Box.

I would help you but:

1. Potentially harmful code
2. Fake clients issue that everyone on AlliedMods is so anal about
3. It's a good thing I got around to protecting said code in my public hg repo
