No, they are not. There is absolutely no way to convince me that someone would keep making new accounts for Steam then dish out 8 euros on each for the same game just for the sake of playing on one single server, unless you have valid proof, of course.

I am sure, you're able to see my signature also i run steam only server. anyways topic closed , fixed my self.

They are not changing their ID.
They create a new account and add the game as shared family game.
Search for a plugin here that stops using shared games.
This will solve your problem.
