Rock the Vote comes with Sourcemod, simply drag it from the 'disabled' folder into the plugins folder. For chat / color changes edit and recompile. If you need help with the edits post here and I will help you out

i think he meant the word "rtv"
you can probably do it with simple chat processor
or maybe with OnClientSayCommand?
