Rcon is not working

Hello, Im running couple of CSGO Servers in windows and the problem is i cant make rcon work.

1) I did mention rcon_password "xxx" in server.cfg.
2) When i check in CSGO Game server by typing rcon_password, it shows the rcon password which i mentioned in server.cfgy.
3) I read some where that The CSGO server uses UDP port for players to join the game and TCP for rcon.
4) I unlocked the TCP port which equivalent to the port i am using for games.
5) Still no love.

The reason why i want rcon to work is, I am trying to implement Easy Anti Cheat on my game servers to prevent cheaters.

You have -usercon in your commandline and opened TCP/UDP for your gameserver port?

Yeah i have given it this is my command line for game servers
srcds -game csgo -console -usercon -maxplayers_override 20 +clientport xxxx -port xxxxx +game_type 0 +game_mode 1 +mapgroup mg_active +map de_dust2 -tickrate 128 sv_lan 0 +sv_setsteamaccount xxxxxxxxxxxxxxxxxxxxxxxxx -net_port_try 1

According to the data center the servers Im hosting in, the tcp is working, The packets from outside reaches to the server but application is not answering.

EDIT2: You're not on the server's banlist?

Yea i tried that also.. I mentioned the ports in Inbound rules and Outbound rules both...

I cant fidn the banned_ip.cfg any where in csgo folder.. Should i create one?
