It would probably be better to try and find which plugin it is first. Disable as many plugins as possible for long enough that you can be sure that one of the disabled plugins was causing the issue. If it stops happening in that time, add half of the disabled plugins back and wait to see if it happens again. Enable or disable plugins until you find the culprit.

It sounds like you've got some more fundamental issue going on with your server. I'd probably recommend starting over and re-downloading your server via SteamCMD and then manually add things to it and test after each step.
