1. What is AMX 1.9? An update for AMX 1.8.3?
2. Will AMX 1.8.3 be known as AMX 1.9?
3. What about AMX 1.8.3? Will it become stable? Or next stable will be AMX 1.9?

AMX 1.9 doesn't exist. What you're referring to is AMXX 1.9 which will be the next AMXX version. There's not going to be a stable 1.8.3 version, it's already marked as 1.9 and will be released as a official stable version very soon, thus 1.8.2 will become unsupported.

OciXCrom, AmxModX = AMX. If you think about AmxMod, we call it AM. Never mind.
So, 1.9 is a renamed/finished 1.8.3, right? And we will have 1.9 instead of 1.8.3, yes? Ok, i got it.

Erm, nope
The original, or better first mod was named amx mod, short: amx. The second one, this one was named "amx mod x", short: amxx.

Yes, because the changes are pretty significant the version was bumped from 1.8.3 to 1.9
