You get a generic answer because your question wasn't very thorough, or at least I don't understand the full extent of your problem.

What, Where, When, How would be some good questions to answer, so that we can answer the Why and How to fix it.

What is happening exactly?
Where is this happening (your client, or your server, or 3rd party application)?
When is this happening, after you send a the message, when you receive a message, does it happen all the time or occasionally?
How is this happening, popping up in spam, single message after the "when". Does it happen to only you, or everyone?

BE SPECIFIC BOY! Throw in any other useful information you can think of too.

When anyone uses teamchat on my server with a map with locations on the radar like DD2, it shows #Cstrike_T_chat_Loc or something. or CT if ur in counter terrorists.

Happening on everyones client, and server. It happens all the time, and it shows it to everyone.

There?

Reinstall the clients and/or the servers. If it still happens after doing BOTH, then you did it wrong

I told you what you had to do. Unless you can figure out what file those are stored in, ask a friend who has a working copy for it, there is nothing you can do but a reinstall
