some players time out when the map changes on the server.

Yes, you are not alone with this.
I haven't figured out the issue though, there are a few threads about the same issue as well but no one seems to have any clue what causes it.

the server is not crashed. But some players time out.

Do you know if it's only timing out? it's possible their games are crashing on map change for some lower end systems. This would explain why they are timing out

The "timed out" log entries means that the client or player stopped responding the server abruptly. In another words: It may be caused by network interruption in one of the sides (server or client) or anything related to client side such as game client crashing, computer freezing etc...

While network faults are common I would say that most of the time it's just the player's game crashing. Why it happens? This is another deep question. I can tell you that when I had a 64/64 Dust2 24/7 server I would usually see really few clients timing out. The other servers (with custom mods such as zombie mod) would have much more clients timing out. So I could conclude that most of the time it's map related faults since Dust2 is a default map and Valve employees know what they do (no irony intended).

To be really honest the crashes won't happen all the time. It's pretty random right? At least it was random at that time. The old source engine has many flaws.....

Clients are getting crash on every changing map almost if they using Panorama UI . Valve will may fix this?
Old UI doesn't matter at least I think. Maybe there is cause of crashing how different between each UI.
