Is there a possibility to use this timer to prevent people that have less than X amount of hours to not be allow to use a command, or not join to CT team?

The idea behind this is that i want to prevent people that joins for the first time (and also people that doesnt have less than 10 hours for example) to be allow to join CT team in my Jailbreak server, so we can prevent most of the easiest and common freekills
