I am trying to setup Sourcebans++ but when I get to step 3 it says that the files/folders aren't writeable even though I followed the steps and chmod'ed them accordingly

You should post where you found that plugin (you posted in the AMX Mod X section which doesn't run on Source).

Error is folder permissions. You have to check if you really changed and if you changed and not checked with your web host if they allow you to change the permission of the folders.
