I found CSGO bug. When you set m_bHasCommunicationAbuseMute to true on any player on your server will be muted on all community servers even if it is set up on the server sv_mute_players_with_social_penalties 0

If player restart game he is be still muted on all community servers.


All players on server must manually unmute him.

Player will be unmuted when he restarts the game.
