Seems it worked today:
L 07/16/2009 - 05:03:41: [restart.smx] Server restarted.

But i didnt see it in the server browser.
(Had to restart it manually.)

Ask your server provider to set your server up so it restarts srcds when it's closed.

why restart the server

srcds becomes unstable after xx amount of time. If you don't restart the server, it'll eventually start lagging/crash itself

At least, that's what I have herad.

How do you start your server? Do you have something that will auto restart the server if it crashes out?

The plugin will just shut the server down because it has no way to start an application. You just need something like fire daemon, TCadmin (Server watcher, Etc) to restart the server once the autorestart plugin shuts it down.
