is there a flag to all players or you just put like "flag" ""

i want to deny commands that all players can use (which is sm_bumper or !car)
because when everyone uses this command. its too damn op. no damage. speed boosts

if not. then how do i deny command to all players?

You can override it to the "z" flag.
