Announce plugins? Do they exist? Built in?

I swear I've read request for an annouce plugin and ppl say USE SEARCH TO FIND ONE! However, I've not been able to find any. I searched off of sourcemods site for plugins in description and title for: announce announcement announcements. Same for forum. Does someone have one they currently use and can point me to? I'm running L4D

Perhaps you're looking for the Advertisements plugin?
