I noticed only 15 people can join each side, so if I have 32 slots the other 2 can't join teams.

Anyone else can confirm this?

For csgo yes. 32 slots: 15vs15 and 2 specs. Though I saw a csgo server with over 40 players on it today so they must have done it by other means. A private mod.

That increases the number of spawns in a map, but if the maxplayers set by valve is 32, it doesnt matter.
